A partir da\u00ed, a FUNPAPA procurou o COMDAC com esta demanda e o pleno do colegiado deliberou pela constitui\u00e7\u00e3o de comiss\u00e3o intersetorial a quem foi atribu\u00edda a responsabilidade de elaborar a proposta do novo plano. A comiss\u00e3o foi criada por resolu\u00e7\u00e3o do COMDAC publicada no Di\u00e1rio Oficial do Munic\u00edpio de Bel\u00e9m, contou com a colabora\u00e7\u00e3o do Minist\u00e9rio P\u00fablico do Par\u00e1 e foi composta pelas seguintes institui\u00e7\u00f5es e organiza\u00e7\u00f5es da sociedade civil:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Instituto Ambient;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Lar Fabiano de Cristo;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Secretaria Municipal de Educa\u00e7\u00e3o e Cultura<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Secretaria Municipal de Sa\u00fade;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Procuradoria Geral do Munic\u00edpio;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Par\u00e1Paz;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Pol\u00edcia Civil do Par\u00e1;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Santa Casa de Miseric\u00f3rdia;<\/span><\/li><\/ul><p><span style=\"font-weight: 400; color: #000000;\">Ap\u00f3s a cria\u00e7\u00e3o da comiss\u00e3o, foi designada a primeira reuni\u00e3o de trabalho para o dia 16.09.22, momento em que foi deliberado:<\/span><\/p><p><span style=\"font-weight: 400; color: #000000;\">1 &#8211; A atualiza\u00e7\u00e3o do Plano Municipal de Enfrentamento \u00e0 Viol\u00eancia Contra Crian\u00e7as e Adolescentes dever\u00e1 estar alinhada ao Plano Nacional de Enfrentamento \u00e0 Viol\u00eancia Contra Crian\u00e7a e Adolescente do Minist\u00e9rio da Mulher, da Fam\u00edlia e dos Direitos Humanos, publicado em maio\/2022; ao Plano Decenal dos Direitos Humanos da Crian\u00e7a e do Adolescente de Bel\u00e9m do Par\u00e1 de fevereiro\/2016; e \u00e0 Legisla\u00e7\u00e3o Federal (Lei 13.431\/2017, Decreto 9.603\/2018 e Lei 8.069\/90);<\/span><\/p><p><span style=\"font-weight: 400; color: #000000;\">2 &#8211; A Comiss\u00e3o Intersetorial de Enfrentamento \u00e0 Viol\u00eancia Contra Crian\u00e7as e Adolescentes do Munic\u00edpio de Bel\u00e9m, criada pelo COMDAC em 09.09.2022, iniciar\u00e1 os trabalhos pelo Estudo Diagn\u00f3stico ao coletar dados sobre viol\u00eancias cometidas contra crian\u00e7as e adolescentes perante as seguintes institui\u00e7\u00f5es: FUNPAPA, SESMA e Conselho Tutelar;<\/span><\/p><p><span style=\"font-weight: 400; color: #000000;\">3 &#8211; Os dados coletados ser\u00e3o os seguintes:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Idade da v\u00edtima e do(a) agressor(a);<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">G\u00eanero e orienta\u00e7\u00e3o sexual (h\u00e9tero masculino, h\u00e9tero feminino ou LGBTQI+) da v\u00edtima e do(a) agressor(a);<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Escolaridade da v\u00edtima e do(a) agressor(a);<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Classe social da v\u00edtima e do(a) agressor(a) de acordo com a renda familiar segundo crit\u00e9rios do IBGE:<\/span><\/li><\/ul><p><span style=\"font-weight: 400; color: #000000;\">\u00a0 \u00a0 \u00a0 \u00a0Patrimonial;<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Espa\u00e7o da viol\u00eancia (casa, escola, via p\u00fablica, etc);<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Local da viol\u00eancia (bairro\/distrito);<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Rela\u00e7\u00e3o de parentesco da v\u00edtima com o(a) agressor(a);<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Espa\u00e7o temporal (2020\/2021);<\/span><\/li><\/ul><p><span style=\"font-weight: 400; color: #000000;\">4 &#8211; Para coletar dados junto aos Conselhos Tutelares de Bel\u00e9m, foi deliberado que ser\u00e1 criado um formul\u00e1rio pr\u00f3prio, o qual ser\u00e1 encaminhado pelo COMDAC aos Conselheiros;<\/span><\/p><p><span style=\"font-weight: 400; color: #000000;\">5 &#8211; Quanto aos dados da FUNPAPA, dever\u00e1 ser oficiado pelo COMDAC solicitando-os;<\/span><\/p><p><span style=\"font-weight: 400; color: #000000;\">6 &#8211; Em rela\u00e7\u00e3o \u00e0 FUNPAPA tamb\u00e9m dever\u00e1 ser solicitado apoio do N\u00facleo Setorial de Vigil\u00e2ncia Socioassistencial para realizar o estudo diagn\u00f3stico;<\/span><\/p><p><span style=\"font-weight: 400; color: #000000;\">7 &#8211; Ap\u00f3s a conclus\u00e3o do estudo diagn\u00f3stico, cada membro da Comiss\u00e3o ficar\u00e1 respons\u00e1vel por elaborar propostas de atualiza\u00e7\u00e3o por eixo do plano, os quais foram inicialmente distribu\u00eddos da seguinte forma:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Eixo Preven\u00e7\u00e3o: N\u00e3o foi definido<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Eixo Atendimento: FUNPAPA<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Eixo Participa\u00e7\u00e3o e Protagonismo: Lar Fabiano<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Eixo Defesa e Responsabiliza\u00e7\u00e3o: PGM<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Eixo Estudos e Pesquisa: Instituto Ambient<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Eixo Comunica\u00e7\u00e3o e Mobiliza\u00e7\u00e3o Social: N\u00e3o foi definido<\/span><\/li><\/ul><p><span style=\"font-weight: 400; color: #000000;\">8 \u2013 Por fim, foi informado que a SESMA j\u00e1 forneceu os seguintes dados:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Frequ\u00eancia por Sexo masculino segundo Ano da Ocorr\u00eancia da Unidade Notificadora no munic\u00edpio de Bel\u00e9m de 2009 a 2022;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Frequ\u00eancia por Sexo feminino segundo Ano da Ocorr\u00eancia da Unidade Notificadora no munic\u00edpio de Bel\u00e9m de 2009 a 2022;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Frequ\u00eancia por tipo de viol\u00eancia segundo faixa et\u00e1ria de 0 a 80+ anos de 2009 a 2022;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Frequ\u00eancia por meio da agress\u00e3o segundo faixa et\u00e1ria de 0 a 80+ anos de 2009 a 2022;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Frequ\u00eancia por prov\u00e1vel autor da agress\u00e3o segundo faixa et\u00e1ria de 0 a 80+ anos 2009 de 2022;<\/span><\/li><\/ul><p><span style=\"font-weight: 400; color: #000000;\">Na segunda reuni\u00e3o realizada no dia 26.09.2022, o Coordenador da Comiss\u00e3o, Diego Martins, apresentou o plano de trabalho e a metodologia que seria utilizada, tendo sido ambos aprovados pelos membros da Comiss\u00e3o. As reuni\u00f5es seguintes, com o objetivo de realizar o diagn\u00f3stico, tiveram como pauta a apresenta\u00e7\u00e3o e a an\u00e1lise dos dados fornecidos pela SESMA, SEASTER, Pol\u00edcia Civil e Par\u00e1Paz, sendo importante ressaltar que a SEMEC e os Conselhos Tutelares n\u00e3o forneceram nem informaram se possu\u00edam os dados acima indicados.<\/span><\/p><p><span style=\"font-weight: 400; color: #000000;\">Conclu\u00edda esta etapa, o grupo passou a deliberar sobre as a\u00e7\u00f5es que entende serem necess\u00e1rias para enfrentar os problemas detectados durante a elabora\u00e7\u00e3o do diagn\u00f3stico. As a\u00e7\u00f5es foram divididas em 6 eixos, quais sejam: preven\u00e7\u00e3o; atendimento; defesa e responsabiliza\u00e7\u00e3o; participa\u00e7\u00e3o e protagonismo; estudos e pesquisas, conforme ser\u00e1 detalhado mais adiante. Ap\u00f3s a conclus\u00e3o da minuta deste novo plano que ocorreu no dia 16.12.2022, a comiss\u00e3o deliberou pela necessidade de designar uma data no m\u00eas de janeiro\/23 para realizar a apresenta\u00e7\u00e3o desta proposta a todas as institui\u00e7\u00f5es a quem foi atribu\u00edda a responsabilidade por realizar pelo menos uma a\u00e7\u00e3o deste plano.<\/span><\/p><p><span style=\"font-weight: 400; color: #000000;\">A apresenta\u00e7\u00e3o da minuta deste plano ocorreu no dia 27.01.23 no audit\u00f3rio da FUNPAPA, momento em que se deliberou pelo encaminhamento da minuta aos Conselhos Municipais de Educa\u00e7\u00e3o, Sa\u00fade e Assist\u00eancia Social de Bel\u00e9m\/PA para conhecimento e manifesta\u00e7\u00e3o, bem como pela realiza\u00e7\u00e3o de consulta p\u00fablica com a disponibiliza\u00e7\u00e3o do arquivo do novo plano na p\u00e1gina da internet do COMDAC para que qualquer pessoa pudesse se manifestar at\u00e9 o dia 10.03.2023. Em seguida, o plano ser\u00e1 submetido ao colegiado do COMDAC e lan\u00e7ado oficialmente preferencialmente no m\u00eas de maio\/2023.<\/span><\/p><p><span style=\"color: #000000;\"><b>  PERCURSO METODOL\u00d3GICO PARA A CRIA\u00c7\u00c3O E MONITORAMENTO DO PLANO:<\/b><\/span><\/p><p><span style=\"font-weight: 400; color: #000000;\">Em s\u00edntese, para criar e monitorar o plano em seu munic\u00edpio, realize o seguinte percurso:<\/span><\/p><ol><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Discutir do tema no Conselho Municipal de Direitos da Crian\u00e7a e do Adolescente;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Criar de Comiss\u00e3o Intersetorial;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Apresentar o plano de trabalho para a comiss\u00e3o;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Solicitar de apoio estat\u00edstico para realizar o estudo diagn\u00f3stico;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Coletar dados e realizar o diagn\u00f3stico;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Elaborar proposta de a\u00e7\u00f5es divididas por eixo;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Apresentar a minuta do plano \u00e0s institui\u00e7\u00f5es que ser\u00e3o respons\u00e1veis pela execu\u00e7\u00e3o das a\u00e7\u00f5es;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Realizar consulta p\u00fablica com abertura de prazo;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Submeter o plano ao colegiado do Conselho Municipal de Direitos da Crian\u00e7a e do Adolescente para an\u00e1lise e delibera\u00e7\u00e3o;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;
